Overview

If your organization plans to offer TEFCA Individual Access Services (IAS) through Fasten, you will be onboarded as a sub-participant under Fasten. This process has four parts:
  1. Legal review of the IAS Provider requirements
  2. Privacy policy review by Fasten, our QHIN, and the RCE
  3. Registration of a new Home Community ID (HCID) directory entry under Fasten’s HCID
  4. Configuration of your CSP so issued IAL2 ID Tokens target your HCID
The primary legal review document is the IAS Provider Requirements SOP, Version 2.1, effective March 17, 2026.

What You Need To Provide

  • Confirmation that your organization agrees to follow the IAS Provider requirements SOP
  • Links to your privacy policy or Privacy and Security Notice for review
  • The organization details needed to create your directory entry
  • Your CSP contact or configuration owner

Registration Process

1. Review the IAS Provider Requirements SOP

Your legal and compliance teams should review the IAS Provider Requirements SOP before onboarding begins. This is the governing document your organization will need to agree to and follow as a sub-participant offering IAS under Fasten.

2. Submit Your Privacy Policy For Review

Once your team is comfortable proceeding, send Fasten your privacy policy or Privacy and Security Notice. Fasten will submit this document to our QHIN for review, and the Recognized Coordinating Entity (RCE) will also validate it as part of the onboarding process.
To keep onboarding moving, make sure the document you submit is current, publicly accessible, and consistent with the requirements in the IAS Provider SOP.

3. Register Your HCID Directory Entry

Fasten will work with you and our QHIN to create a new Home Community ID (HCID) directory entry for your organization under Fasten’s HCID entry. This creates the identity your organization will use as a Fasten subparticipant within the TEFCA directory structure.

4. Configure your CSP To Use Your HCID

After your HCID directory entry is created, provide that HCID to your Credential Service Provider (CSP). Your CSP must be configured so that all IAL2 ID Tokens generated for your organization have the aud claim set to your HCID entry.

  • Confirmation of the HCID value that your CSP should use

What Your Team Handles

  • Legal and compliance review of the IAS Provider requirements SOP
  • Providing the privacy policy or Privacy and Security Notice for review
  • Supplying any organization details required for directory registration
  • Working with your CSP to ensure IAL2 ID Tokens use your HCID in the aud field
